My friends computer has suddenly become very slow while browsing. Some pages seem to only open partially. The other computers in the house are working normal. He even went and bought a usb network adaptor wich i assumed would solve the problem but did nothing. All browsers are working exactly same. i assume it's something going on with windows but not sure. It's behaving the same no matter if its hard wired or over wifi.

Solution
The difference between safe mode and normal is the software that is loaded. Probably some network related software is messing things up. Open your Control Panel -> Programs and Features and look for any network related software (software firewall, network enhancer, VPN, etc) and remove it (you can reinstall later). You should reload your drivers and/or look for newer versions. If software has been corrupted it could be because of a bad install or something malicious (aka malware, virus, etc).
Wifi or wired, so probably not a bad cable or poor wifi reception. Probably not a interface hardware issue. Everyone else is working fine, so probably not a router issue.

Based on that, first thing I would do is a virus scan. After that, I would start looking at other possible issues. Do non-network activities work fine (watching a movie on DVD or playing an offline game). Is the hard drive making lots of noise or reading and writing constantly? Is there an overheating issue?
