Some problems on my pc build

Hi ! i planned to build my first gaming pc. Now i have builded it but when i turn it on it turns on and fans start spinning and light go on but then after like 5 sec it turns off and then turns back on. my motherboard has this green numbers what always goes to 15 and sometimes 33. Please help!
