Played a game on a giant earth map recently.

Got to Austrailia first, and filled it with cities.

However, production was limited to 1 shield, with all other shields wasted.

Rushed a courthouse, and was under democracy, so how could I have improved
things further? I already had a forbidden palace elsewhere.

Also rushed an airport in one of the Australian cities, and tried to send
workers from the main population centre. However, the workers automatically
joined the destination city. Can this be stopped, or is it a bug?

Build a police station, that also helps reduce corruption.

Game version also makes a difference -- Conquests adds new
specialists to help with production, and the corruption rules differ
between game versions.

You could build (move) your palace there -- you'll need a leader
able to rush it with that low of production. But that only makes
sense if you don't mind losing productivity at home.

The game is designed to limit productivity in large empires. You
don't need to own the entire world in order to win, and owning it
won't give you an overwhelming edge in production, compared to someone
else who owns just their "fair share" of the number of cities
possible.

I've never seen that happen, so I can't say. Workers can't be
airlifted in plain Civ3/PTW standard, but may be under Conquests, but
for me they've always just arrived normally.

I've found that city engineers are good for reducing the effects of wasted
shields. Building are significantly quicker to complete the more engineers
you have in the city the quicker they take to build. If you are not aware
engineers can be "recruited" the same way as scientists, tax collectors,
policemen and entertainers in the city screen. I'm guessing because Im not
sure but you can only get them when you discover engineering which I guess
you have if you can build airports.

That isn't a good idea unless it is early enough in the game to build
up the new cities. The original cities will take a huge corruption
hit in the meantime. I have found this tactic most effective when I
conquer a nearby civ. I will then move my palace into the enemies
former capital thus giving me two powerful civs. Moving the palace
into a remote location you have build from the ground up isn't likely
worth the production loss back home.

If you're at war alot and expect alot of leaders, you can move it a little
at a time so that you don't trash the core cities all at once. Using this
method, you can also build it from scratch to move it over a few cities.

This doesn't matter in communism. One reason to move your palace to your
front line is to protect your cities from defection and/or to cause your
enemy's to defect.

Not only does it give you a second production core, but it also protects
those cities most at risk of defection. That's an excellent tip! Thank
