Of course there is. Gnus (not GNUS, that would be a very old and outdated
version of Gnus) can do everything.
🙂 You need a file boxquote.el and add a
line to the config file. Then you mark what you want to quote and type
"C-c qr" (C stands for CTRL). With "C-c qt" it prompts for a title, and
then adds it above the quote. Looks like
,----[ This would be a title ]
| Some quote
| here
| and stuff
`----
There might be also a function you can implement for your editor you use
for slrn. I think at least vi can do this. Well vi can do anything, even
if it can't natively. It's so mighty because you can pipe text through
any command or script you want.
A little googling lead me to a command (or script) called "boxes" which
you may implement to your editor with a shortcut.
Btw. did you get my email to your yahoo and gmail account I sent a few
weeks ago?
