First off: 850w is overkill. I would recommend getting a 600w - 650w psu for your build.
Second: I would change the 16gb ram to 8gb. You normally won't use up more than 6gb. You'll save around $50.
Third: I would change the gpu from the 650ti, to the radeon hd 7850. Still a bit cheaper, but worth it! Here's some benchmarks: http://www.techspot.com/review/603-best-graphics-cards/page4.html
You will save around $20.
Forth: I would change from windows 8 to windows 7. W8 was designed for phones not computers. And it is confusing at first.
Fifth: with the saved money from the psu, ram, gpu, and os, I would recommend getting an HDD. 1tb will do, as you can store games and os into SSD and put everything else into the HDD.
