I've tried everything. At least it feels like it.

NZXT Kraken AIO cooler so im pretty sure temps aren't the issue but I'm willing to investigate more if one of you think I should.
For some reason (it seems entirely random) my game will cause my CPU utilization to jump up to 100% causing the game to freeze for 3-8 seconds about. The stuttering happens at random times at random frequencies. This is very annoying and makes me wish I never bought this god forsaken game.
I've literally dropped my game to the lowest settings with no background applications running, I've adjusted just about every setting in the Nvidia control panel, and I've even downloaded software to automatically purge my standby list. I've also disabled my overclock, increased it, and changed many other settings in BIOS regarding my memory such as lowering the speed and disabling/enabling XMP and intel turbo boost.
I've looked through too many forums and now I must create my own thread. I've seen many threads that have had this problem solved and all of those solutions are yet to work for me. I never had these issues when I used to run the game on my gtx980 back in the day. Since the game has been running well I have only upgraded my graphics card and RAM. I'm willing to try anything again if one of you think I should, and I'm also willing to provide more information about my issue if any of you have any questions.
For now I will just play odyssey, but I just bought the origins DLC and I want to play it without taking a random 5 second break against my will all the time.
