my pc says ddr3l 1.35 only. Can I change the voltage to allow me to put in 1.5v RAM?

You need to use 1.35 memory like it says.
If you use 1.5 volt memory you will probably never get it to boot .

You might boot with 1.5V, but it might be dangerous for your motherboard depending on which one you have.
