I have 2666mhz ram x2 8gb sticks. In afterburner on Read Dead Redemption 2 my MEM says 7071 MHz does this mean my Ryzen CPU 2600x is overclocking the ram appropriately? To just shy of 3600mhz? I'm confused... Please use laymen terms I am not very educated in memory . Another question is I am getting a Ryzen 7 3700x on Friday can I just install this new cpu or do I need to turn off any memory overclocking and start fresh and let the new cpu take charge ?

That would be 1890mhz GPU core clock. 5151MB VRAM used. And 7071mhz VRAM frequency. Or a faulty reading.

7kMhz is impossible your motherboard would not support it

in Task manager you can select the performance tab and then click memory you should see the speed. But if you want to <really monitor the speed> you can use Cpu-Z https://www.cpuid.com/

Edit: It will show you the half of your current memory speed since its Double Data Rate ... anyway you you should see 1500.0 MHz

My bios says 2666mhz, I think I had someone awhile back off toms hardware help me set that . I don't remember but perhaps they told me not to do higher than 2666 for stability purposes. Idk

Correct.

Go into BIOS and enable XMP/D.O.C.P.

Did the XMP setting did the job ?
you should see your 3000MHz in Task manager and a nice 1500MHz in Cpu-Z.

Edit: Your motherboard support up to 3600MHz so no danger running at the native 3000MHz of your ram stick
Edit 2: And by the way they should be installed on DDR slot 1 & 3 or 2 & 4 to maximize efficienty

I got 1499 mhz now!!! So in my bios it's. Called TU2 setting instead of XMP? It lowered my CPU from 4.150 to 3.9 but made my ram 3000mhz

It's never been called that. Turn that back to it's default setting. You will find a setting called X.M.P or D.O.C.P, enable that.
