I'd like to know, if I copy the whole directory of "User Data" Under User>AppData>Local>Microsoft>Edge
and its program under Program Files (x86)>Microsoft, which contains a number of folders e.g. Edge, EdgeCore, EdgeUpdate, EdgeWebView etc
Is it enough to contain EVERYTHING about the browser and its related data?
Is it 1:1?
Will there be anything missing?

(Same questions for other browsers e.g. Chrome, Firefox, Opera etc if you can answer.)

I think creating a system image may be a better solution but at the moment, I do not want to do this.

Thanks for answers.

What's your reason for saving this data? Do you just want to put the bookmarks on another PC? Then export the bookmarks from Edge, put them on a flash drive, and on the other PC import them from the flash drive.

I'd like to clone every setting and everything else, in addition to bookmarks alone, to another PC. I don't like to do sync. I am very much old-fashioned.

The settings are only in your user folder. If you want to try this locally, create a local user account, then copy the data from the original user folder to the new one and see what happens.
Yes, this is the problem. I do really wish to know if any user data or setting or anything else related to the browsers will store data somewhere else, in addition to User Data?
