Something in my PC is bottlenecking performance and I'm unsure what it could be other than my motherboard. My parts are as follows:

CPU: Intel Core i7 4790K (Overclocked 4.2 GHz)
GPU: Nvidia GTX 1070 TI (Memory Clock upped to 4482 MHz)
Motherboard: Gigabyte Z97X-SLI-CF
SSD: SanDisk Ultra II 480GB
HDD: Seagate 1TB

I know that my CPU has been around for about 5 years but I've only had it 3 could this also be a factor of the CPU being too outdated?

Solution
I notice your memory is running 1333. You need to enable XMP profile or manually set your timings, speed and voltage.
Online games can be funny and not very well optimized with more players on the screen it's common to have FPS drops your connection to the server can also make a big difference.
According to our site, Ultimate Bottlenecking Guide/Discussion Thread! you are fine if you play games.

If you had the bottleknecking the games performance (you did say what it is), but recommend to check the cpu temp because you oc the i7. Also what PSU did you have? One more do you update all the drivers too?

After running the test these are the results I got, http://www.userbenchmark.com/UserRun/7881086. However on that site the results look fine but when playing both Overwatch and Dota 2 I struggle to stay at a constant 110 FPS even dropping down to 60 when many sprites are on the screen.

Solution
1) The cpu temp (80C) is in higher side. If you did not have the aftermarket cooler, may consider buy one.

2) If you can keep the temp lower, then other problem maybe from the PSU. You should get other good PSU for the gtx1070ti, something like the seasonic etc https://www.amazon.co.uk/dp/B003BIEOCI/?tag=pcp0f-21 Because the CX ( green/white label) series PSU is not good enough for overtime, the capacitors problem.
