Something causing CPU to clock back to 1.4ghz during load (FX-8350)

I'm not really sure what is happening. I heard something about vrm's but I don't really know what that is or the significance. I've linked an obs recording of my second monitor with speccy on the temperatures while i drive around the countryside in GTA V.

You dont have anything linked, but its probably thermal throttling.
What are your full specs?
Have you checked temps in AMD overdrive (The only reliable way to check AMD temps?)

RAM: 32 Gb corsair vengeance yes i know its overkill
amd fx-8350 stock frequency
Motherboard: GA-78LMT-USB3
gtx 1060 6gb evga single fan
150 GB SSD and 2 Terabyte HDD
600w EVGA bronze

Edit: No, I have never even heard of AMD overdrive, lol

Sorry this reply took so long, windows update lol, im using a hyper 212 evo on my cpu

It's your motherboard, its known for this problem. It does not properly support 125w CPU's, the VRM's overheat under load so it throttles the CPU to save itself from frying.

Reduce CPU voltage, underclock cpu and use a top down CPU cooler as they blow air over the vrm's
