Something in windows is overriding cpu fan speed set in bios

I recently upgraded my computer to an i5-8400 and decided to just use the stock cooler. Everything works perfectly fine except for the fact that upon booting into windows my cpu fan immediately runs at full speed all the time, even while idle and with temps less than 30C. I know this is an issue specifically with my windows installation because when booting into ubuntu the fan is quiet and runs at around 1000rpm. It's worth noting that before this processor I had an amd a10-7800 from a prebuilt system so maybe it's some kind of conflict with drivers or something. Has anyone else experienced anything like this before?
 


Not yet, I was hoping it might be easily fixed because reinstalling is such a pain but if there's no other solution I guess I'll have to :/
