Something is causing my PC fps drop

^It's fixed, monitor cable was stuck under heatsink and got hot after 76°C and turned off.
Now it's all good.

There is another problem
What the hell... I check temps it's at 68-74C, CPU says it's not throttling. GPU isn't either.
So what's the cause?
Is it because 8GB DDR4 of ram isn't enough?
I have 21gb of wirtual ram added aswell.

[strike]I play GtaV(cpu stress) and after I hit above 70°C the CPU starts throttling, I will try with throttlestop, but can I do anything else?
I will also check in I Extreme tuning utility.[/strike]
 


The PC Runs smoothly.
I will edit thread, something new occured.
