Something is limiting my download speed.

I've got UPC fiber power broadband which is 200 mb/s and my PC has a really decent internet card to support 200 mb/s it can support up to 500. But lately I have noticed that there is something on my PC that is limiting my download speed when or when not downloading something.

It drops to as low as 3 mb/s when idle and when downloading something it slowly builds up (very slowly) instead of it downloading at it's full 200 mb/s and I find this really annoying, I've tried disabling firewall and my antivirus but neither worked. I need to know if there's some third party software limiting it because my laptop gets all 200 mb/s so it's not the provider or my location because I'm connected via Lan.

On that as I said if I'm not downloading anything I get anywhere from 1 mb - 3 mb +

When and a few minutes after downloading something I'll get 140 mb/s+

As of right now I'm not downloading anything and I ran a test on the recommended server and here's the result (http://www.speedtest.net/my-result/3477314281)
 


The speeds I have stated are speeds taken from www.speedtest.net

And as I mentioned in the post I am using it with LAN.

 


I really couldn't understand what you're trying to tell me, my upload speed is not the problem here. my upload speed is always 10 mb/s the download speed is the problem, read the thread title.

 


I have tried on other computers from the same LAN connection and they all get the full 200mb so it's something on this PC (which is my main PC) so it's kind of annoying.

 


I use the PCI network card for direct input of the ethernet cable and all tests were done via that ethernet cable.
 


As I stated I tested other computers with the same LAN cable and got the full 200 mb, and I did change it up and still no change.
 


Do you mean get a new one?

The thing is, I know it can't be the network card that's the problem because before I installed all the recommended updates by microsoft I WAS getting 200 mb/s on this computer. So I know for a FACT that it's some software on the computer that is limiting it.
 


I'm a youtuber and I spend a lot of my time gaming and downloading etc, so I kind of need 100 mb/s adleast.

Sadly no, there is only one ethernet port on my motherboard, but on top of that. I've tried using wireless when I'm right beside the modem literally can't get any closer and still get the same 1 mb/s - 20 mb/s.
 


The problem with that is I have too much installed that I need, I don't have enough external memory to backup my shit. So I'm really hoping it doesn't have to come to that :\

Just so you know I've already restored once to manufacture settings and it got the full 200 mb/s until I let windows update do it's thing.
 


I'm going to have to restore one more time and not let windows update install ANYTHING, this is the best I can do for now. I'm really lost on what could be causing the problem :\

After restoring I'm back up to my regular download speed (200 mb/s), I'm NEVER trusting windows update EVER again to handle my updates.
