[SOLVED] Something is limiting my PC and its only my computer.

I have no idea what is going on with my PC and I've done so much research to no avail. So my friend brought his pc over today so I could help him put some new parts in. I literally unplugged the ethernet from my pc and plugged it into his and ran an internet speed test once we got it up and running and he was getting 220mbps. Which is normal. Its what I pay for. But for the past few months, I can't get more than 16mbps when I run the same speed test with the same ethernet cable going to the same router. When I run my avast it comes up with no virus' or bugs. I've messed with the speed and duplex setting in windows went from wireless to ethernet. I'm not sure if I have a hidden virus the program can't find or if I have some hidden setting turned on that is limiting my speed. Any advice would help. Thanks.

Verify that only one network adapter (either wired or wireless) is enabled on your PC. Be sure that Speed and Duplex are set to "Auto".

Download the network adapter's drivers via the applicable manufacturer's website. Manually reinstall and reconfigure.

From the Command Prompt, run "ipconfig /flushdns".

Look in Task Manager and Resource Monitor to determine what all is running, what resources are being used, and to what extent?

Check Task Manager's Startup tab for any unidentified apps being launched at start up. Look in Task Scheduler for similar activities.

Make and model router? The router's logs ( if available and enabled) may provide some clue.

Who has full admin rights to the router? You will need help from that person.

Alright so here is what I did with no success @Ralston18
-Set the "Speed & Duplex" setting to Auto
-Reinstalled and reconfigured my wired network adapter
-Flushed the DNS
-Everything in the task manager seems to be using normal amounts of resources. There is no one thing that is consuming a lot of bandwidth/Startup seems the same way
-Motorola TM1602A MTA Modem/Spectrum Wave 2 Router Model RAC2V1S 802.11ac and I have full admin rights
I think it could be more a software issue because I used the same cable, router, everything and my friends PC got 220mbps and I got 16

Wow ok... I just went into the autotune setting and it was disabled even though I had never tampered with the setting before. That's so weird. I set it to normal and my speed instantly went up when I checked it! Thanks to everyone that helped!
