Something is wrong with my pc

Hello, I have been having fps drops in certain games like counter strike global offensive or Gta 5
in CSGO drops are from 300 to 80 so its really weird and it every time stays about 5 seconds and then it goes to normal. But is really irritating.
I have done memtest86 without fails.
and tried OOCT which gave me error

AMD Fx8320 OC to 4.2Ghz
Ram 12GB
Power supply 400W
