Something possibly in FM2/ FM2+ socket

I am building a PC and reusing a motherboard from a previous build. I have a brand new CPU (AMD Athlon 860k), and whenever the CPU is placed into the socket, a portion of the CPU does not fully go into the socket. I realized this after the PC would not post, so I had a look at the CPU in the socket and was able to see some of the pins.

My theory is that there is something inside the socket that is preventing the CPU from going completely in.
Here is a picture of the socket: https://imgur.com/a/q49M5

What happens when you move the retention arm back and forth? Do you feel tension without the CPU inserted?

Not to insult your intelligence or anything but are you sure the CPU is in correctly? And have you tried pushing it down further before locking it in with the retention arm?0

The arrow on the CPU and CPU socket match up.
The retention arm has basically no mention without the cpu in the socket.
I am a little skeptical about pushing the CPU into the socket. I know you are supposed to place it in the socket, and the arm will do the rest.

Yes, I have used an air duster. It seems that its plastic or something stuck in there. Any other ideas?

If I were to use a needle, wouldn't it shook the board?
