Something weird going on with PC

I have a gtx 1070 with an i7 4790k and in games like rust and others my cpu utilization is at 75 percent and my gpu is at 60-75 percent but I am still getting low fps in rust. I also get lower unreal heaven 4 scores than others with similar setups. Does anyone know why?

What are your scores? Also, Rust is a horribly optimized game, so no surprise it runs like crap.

on valley I get a score of 3900 with fps of 89 and heaven of 2400 fps of 90 about 10 frames lower than others with similar specs.

In that case, it's probably just an issue with rust's optimization. I'm assuming you get comfortable performance in other games?
