something wrong with my PC screen acts weird

there was lots of dust in my pc as i didn't use it for nearly 2 years then couple days ago i tried to start it the screen acts weird showing diagonal lines all over the screen and seems to be shaky
i thought because of dust so i cleaned it with compressed air and a tooth brush to get dust from pci slots and ram slot etc ,,,,,, and same problem exists things i tried
run my display on a different pc it works fine
hooked my display in on board vga socket same problem exists
tried 2 different gpus same problem exists (the 2 tested on another PC and worked fine )
what could cause a problem like this it has nothing to do with windows i think as the problem occurs starting from the memory check screen way before windows begins to load
i think there's something wrong with the motherboard but have no idea what it is
PC components is very old
i'm getting a PXE media test failure
existing pxe rom
and when i disconnect my HD the problem still exists

Try turning on Vsync and also make sure that your screen isnt partially unplugged or something. Sounds like screen Tearing to me. I am not a pro though so do your research.
