Something wrong with my screen and color

in game for undertale, youtube, netflix. these applications are being ruined for me by my screen doing something weird. here is a picture taken from my phone of what my screen is doing. https://gyazo.com/b6b46dad291699b0e2da696f28e27240 . I have booted up geforce and have all drivers up to date. if any one has fix please

In the browser do you have hardware accesleration on or off - try it the other way
