Question something WRONG with this GPU!!!

My friend had gave me his PC because he said "I had problem with turn it on" always turn off after secs from turn it on
when I took look at first. it was a big mess a lot of dirt and dust and even I saw a spider in there for real, how is that possible?
I found the problem after a big cleaning.
it was the CPU heatsink. lot of dust and dirt were there that air didn't went through. I cleaned it and turned on the pc.
and there is nothing on the monitor. the GPU is on and well going but nothing.
I notice something the PCI lock is broken. I phoned my friend he said "I forced the GPU out!!" (what a idiot)
I found the lock somewhere in the case and reattach it. I tried a diff GPU and all gone well. that's mean his GPU is dead.

guys my Q is what the hell is THAT? I have been fixing PC's for 3 years now and that is first time to me.
is it the cause of the problem or is it because he force it out.
 
I have no clue what that is unfortunately, it could do dust accumulation (some of it looks like a paste so perhaps it’s dust and a liquid of some sort mixed together) the problem is that depending on what’s in the air and what substances combined to create the deposits it could have been electrically conductive and bridged components causing a short, or they might have cracked the pcb while forcibly removing the gpu breaking electrical continuity on the board. You won’t be able to tell for sure without testing with a continuity or multi-meter, but if another gpu works then you are right, it’s the gpu and not the motherboard or any other component.
