Hello my pc has a problem
At 30% load on cpu its jumping to 99 degrees
When I try to unzip a file or download something from steam my pc jumps to 99 degrees on 3 cores and one remaining at around 79
Gigabyte z97x gaming 5
Intel i7 4970k
8gb ram ddr 3 1600
Brand new power supply gold rated
Rx 5500xt
I replace the thermal paste and the cpu cooler its attached good I check everything but its still jumping like that on temps
To mention, I put my hand on the cpu cooler its not hot but the bios and all the hw monitor programs says its 99 degrees
The system its running very good
 
Solution
If you had a damaging surge from the power grid that took out your graphics card, then it's HIGHLY probable that since you did not have a thermal issue before, and you do now, that either the CPU or the motherboard was damaged as well. Which, would be hard to say without having another motherboard to test with.

If you put that CPU in another motherboard and have the same thermal issue, then clearly the problem is with the CPU.

If you don't have the same problem, then the issue is with the motherboard. Unfortunately some problems pretty much can't be determined without having additional parts or taking it to somebody who does.

What you might try doing is, download and run the Intel processor diagnostic test and see what that says...
You might THINK it's attached good, but this is 100% the type of behavior we see when the CPU cooler is either not attached well, or not seated well, or some part of the mounting system is broken, or the thermal paste is either old, too thick or too thin.

Also, when a pump has failed on an AIO.

What is the model of the CPU cooler?

What is the model of the case?

How many case fans are installed, where are they installed EXACTLY and in what orientation, intake or exhaust, is EACH case fan configured for?

Have you checked to see that the fan profile for the CPU cooler in the BIOS is properly set to one of the presets or an acceptable curve?

Have you checked to see if the backplate fasteners have come loose? You'd need to have the CPU cooler OFF to do that usually, but, you might be able to power off, remove the right hand side panel and check the tightness of the backplate by gently grabbing it and seeing if there is any movement in the backplate when you gently twist or rock it from side to side. If there is, you need to redo the backplate installation which will mean redoing the cooler installation as well.

When you replaced the thermal paste, did you FULLY remove ALL of the old paste using isopropyl alcohol until both surfaces were ENTIRELY clean? And when you installed fresh thermal compound, how MUCH did you use, and in what type of application technique?

The Problem most probably is with you CPU cooler try reinstalling it but if that doesn't work check the whole cooling system on your PC
