Sometime PC doesn't enter BIOS Logo when powered on / restarted

Hi, this is my first time building my own PC, and like the title said, sometime my PC doesn't enter BIOS when powered on or restarted.

The Power LED is on and both the CPU and case fan is spinning, just the HDD LED is off, didn't blink or anything. But, once I pressed the reset button (not power), it will boot up without problem. I even play game just fine and it doesn't suddenly hang, freeze or anything.

I tried updating the BIOS and the problem still persist. I'm wondering what's causing this, all my PC parts are new, and here's my PC spec:

CPU: Ryzen 3 2200G
Motherboard: ASUS EX-A320M-GAMING
RAM: Team Elite Plus 2x4GB 2666 MHz
HDD: Seagate Barracuda 1TB
GPU: iGPU (RX Vega 8)
PSU: XFX XT 400w
Chassis: Cube Gaming Weiss
OS: Windows 10 x64 (1803)

Since I read that getting into POST doesn't require Hard Drives, I assume that the problematic part is the motherboard or BIOS.

Then, I found that Fastboot Mode is enabled in BIOS, and there's the second option that disable fastboot when AC Power Loss.

Now, my question is, does pressing the reset button count as AC Power Loss or not? Or my issue has nothing to do with fastboot at all?

thx for replying, however I doubt that's the case since I'm writing this on that exact PC right now.

As I stated in the first post, when booted up, it will works just fine, the real problem here is that I need to press the Reset Button on my PC chassis to make it works.

sry for the late reply, I tried changing the primary video from PCIE to IGFX and the problem still occurs sometime.

I decided to bring my CPU to a specialist and when we swap the RAM, the problem gone. At least, during a few restart we tried, all of them successfully show BIOS Logo.

The RAM used while swapping is Team Delta, I forgot to ask its frequency, but its the same 2x4GB.

I tried testing my RAM using MemTest86 and it shows no error, so I'm hesitating to ask for RMA to the RAM Seller.

guess I have to press the reset button every once in a while, haha :/
