Question Sometimes games start at half of the normal FPS

Hey, I will use GTA V as an example. I play GTA with high quality and it normally gives 70-90 fps, but sometimes when I start the game it plays at 30-50 fps. I would just restart the PC and that would solve it, but sometimes it persists. This happens in other games, such as Battlefront II where it drops to 50 fps or Witcher to 30.

My specs:
Laptop: Asus TUF fx505gt
Intel I7-9750H
Nvidia 1650 GTX
16gb RAM
Windows 10 pro (not activated)

I did read somewhere that it could be the game starting with the integrated graphic and not the nvidia one. I unistalled nvidia drivers and anything related to nvidia and re-installed all the drivers and geforce experience (i had a bug where I had to download nvidia control panel from the window store). Then I turned off battery boost from geforce experience, went into the control panel and set the global settings for 3D settings to prefer "High-performance NVIDIA processor", and also select the maximum performance in power management.

Right now I already restarted it and it's still the same.
