Sometimes mouse won't work after waking up machine.

I've built a Windows 7 desktop recently. I have a Microsoft USB mouse attached to it. Every now and again, when I click the mouse to wake up the machine, the mouse won't work very well when the machine wakes up. It's not that it won't work at all, but it acts like the laser is having a hard time reading the surface the mouse is on. However, if I unplug the mouse from the motherboard and then plug it back in, it runs perfectly. Anyone have any idea why this is?

Is this a BIOS power setting? Or something more odd than that? For some reason, I always have USB issues with my builds.
