Sometimes my gpu runs at lower TDP

Hello,

Recently I've been having trouble with my gpu apparently not drawing enough power.

I'm using a GTX 680, and most of the time it works fine.

But every now and then I have a massive fps drop, and checking on gpu-z and MSI afterburner, when it happens the card is running at 26% tdp tops.

Restarting the computer fixes it.

Running furmark 1080 benchmark it goes as far as 115% TDP, and though I can't recall the score it was in line with GTX680 scores.

Also, on rainbow six siege, I get that problem, like, at the start of a round, it goes down to 20ish % TDP, alt tab out and back in and it works fine.

Is it a PSU, GPU or MB problem?

May want to try to roll back to a version that you know was working. It's the easiest thing to test and try...if that doesn't fix it, then you obviously have something else wrong. Try that first, though. I would bet that it's the culprit.
Hello... 1) Check your OS "Power settings" PCI express, CPU, etc for 100% min/max performance setting.
Control Panel\All Control Panel Items\Power Options\Edit Plan Settings-Change advanced power settings.
2) utube "core parking" and diable it in your OS registry.
