Somewhere to make downloads.

I plan on building a new pc soon, but I'm worried that the hard drive that I have now could have junk or random stuff that I don't want on the computer, so I would like to refresh it so that I can keep the OS. The point is though that I would have to re-download a lot of stuff, and where I live I don't have very fast download speeds, so I was wondering if there are any places or business' that offer something like gigabit internet to make downloads at?

The only thing I can think of it, you have a buddy in a dorm who can let you "plug in." Because if you take your tower into Starbucks, they will look at you funny. A business center like Kinkos they will let you plug in a laptop not taking your desktop there, again, they will look at you funny.
