Question Sony Vegas Pro 16 Using ~25% cpu when Rendering?

So,i started a render on Sony Vegas with the Internet HD 1080p 59.94 fps preset and just changed the bitrate to max 20,000, 000 and avg 16,000,000.Saved the preset and started rendering.Checked the Task Manager to see if it was using the cpu as intended but i saw only 25%-30% tops.Any ideas on why that might be happening?
Here are my PC Specs:
MOBO: B350 Mobo(msi gaming plus)
CPU: Amd Ryzen 5 1400(stock OC atm)
COOLER: Cryorig h7 CPU Cooler
GPU: Amd Rx 580 8gb(Sapphire nitro+)
RAM: 8gb Dual channel ram(2666,ballistic X Sport lt)

Depending on the profile it will use a codec that will use only the GPU or only the CPU or a combination of both,your current render is possibly in the last category,check on your GPU usage (both of them if you have an iGPU) with gpu-z.

Gpu is not being used at all based on what i checked
