SOS HALP+12v is giving 8.6v?

So I just checked my voltages for the first time ever (Ive had this computer for a year) and it seems like some of the voltages are lower than they should, I think (I dont know much about how voltages work) I used another program to check if this was right and it was, Im using an Antec VP 450 PSU. Do I need to replace it?

+12v: 8.064v
-12v: -4.608v
+5v: 3.387v
-5v: -9.840v
3.3v: 1.896v
HAAAAAAAAAAAAAAAAAAAAAAALP.
 
Solution
if the pc 12 and 3.3v was that low the pc would not turn on. check in the bios see if the bios has a voltage reading. see if it matches. if it does then your power supply should be replaced.
