of god does one come back

if i have two sprits with soulshift in play and an empty grave and
play wrath of god can one bring another back

if these are different answers, why is that

You can have each bring the other back if you want.

Yes, assuming that one has a converted mana cost gettable by the other.

Wrath of God resolves, both Myr (and all other destructible creatures)
hit the graveyard. As a result, each Myr's triggered ability
triggers. Note that they are both in the graveyard when this happens.

Now, as part of placing the ability on the stack, you choose targets.
You can choose any artifact that ISN'T the Myr Retriever generating
the ability (because it says "another" artifact, ie: any other
artifact, ie: not itself). Thus, you can choose the other Myr
Retriever. In fact, if these are your only creatures, they HAVE to
choose each other, because there is no "may" involved.

As each ability resolves, the appropriate Myr returns to your hand.

It mentions this is so in the FAQ. I don't have the details on
SoulShift in front of me, but I believe the mechanics of it are very
similar. After they hit the graveyard, the triggered ability goes on
the stack and you can choose one of the guys who just died as a
target. (Assuming he's still in the graveyard.)

Umm, yes and no (but in a good way) - you actually get both back into
your hand.

When ~this~ is put into a graveyard from play, return another target
artifact card from your graveyard to your hand.

When WoG resolve both Myrs are put into your graveyard at the same
time. Then when WoG is done and all affected creatures are firmly in
their respective graveyards, the game checks for triggers. It finds
(at least) the two Retriever triggers and asks you to find targets for
them - at this point the Retrievers are in your graveyard, and you are
free to let them target each others. If nothing else happens, the
abilities resolve and the Retrievers pop back into your hand.

This one plays out just like the Retrievers above - except that
soulshift has an additional requirement in regards to what it can
target.

502.39a Soulshift is a triggered ability. "Soulshift X" means "When
this permanent is put into a graveyard from play, you may return
target Spirit card with converted mana cost X or less from your
graveyard to your hand.".

WoG resolves - all creatures die and are put into graveyards - then
triggers trigger. At this point your soulshifts are free to target any
of the dead Spirits that fulfill the converted mana cost requirements.

Soulshift has a limit to how big things it can bring back - beyond
that there is no difference.

Yes. Actually, you will get _both_ of them back.

The card's text:
:When Myr Retriever is put into a graveyard from play, return another
:target artifact card from your graveyard to your hand.

When both of them die, each one's ability triggers. The only legal
target is the _other_ Myr Retriever, respectively, so both cards will
return to your hand.

Yes, provided they don't have the same casting cost. (Note that all
existing Soulshift cards can only return spirit cards which cost _less_
mana.)

Both can come back; each's ability can target the other one.

One can bring another back, yes. (The other has lesser CMC than the first,
and thus has Soulshift at least two too small to legally target the first.)

All of these have abilities that trigger as the creature is put into the
graveyard, during Wrath's resolution. Wrath then is done resolving, and
goes to owner's graveyard, on top of any creatures that player owned that
it killed. Then triggered abilities go onto the stack and pick targets.
