It happened Yesterday,

I was downloading Titanfall because they released all DLC for free and all the sudden my PC became slow like crazy... So i paused and restart my PC. After that everything works fine, few mins later mouse starts to stuttering when i'm watching videos.

I already cleaned, windows defender and malwarebytes my PC.
I don't download stupid stuff on the internet.

Maybe there's an update or something? because A lot of people have similar problem with me

Oh my god, THANK YOU SO MUCH. So far i've just been restarting everytime this happens but it starts once again after like 15 mins. Not only is the glitching fixed but audio sounds so much clearer. once again, thank you my good sir.

I'm having the same issue but since I have an AMD APU, can't be related to Intel Tech Access Service. This started yesterday, and I've seen a lot of solutions relating to this Intel update, but nothing for AMD... Any ideas would be appreciated!

APU: AMD Quad Core A6-6310 with AMD Radeon R4
RAM: 4GB
System type: 64 BIT
OS: Windows 8.1

I fixed it. It's the new intel/windows update.
Just go to task manager and find Intel Technology Access Service, Click and end task does matter what processor you have if your windows updated in the last couple day if got this.
