EAX is only truly available on Creative, but other companies will emulate the feature. EAX is mostly used for direct x sound on older games and applications.

I am not sure if you will find too many new cards with the older PCI standard.

If you have an pcix16 slot on your computer, you may be able to put the pcix sound cards in there(they are usually not just for graphics).
