sound problem when executing commands

i can recieve sound on music,movies,etc.. cannot hear sound effects when
opening a program,emptying trash,maximizing,minimizing,etc. using oem dell
home xp version of windows. when i enter sounds in the control panel, i can
hear the selected sound when i test it, but the sounds do not occur when the
events are executed. anyone have a clue ?

I lost most system sounds and some application sounds a few years ago after
installing a duff version of Nero Mixer. I was able to restore them with
the guidance of an MS Knowledge Base article by restoring a default value
for sound in the registry. MVP Kelly Theriot describes the same process on
