I have an sound/video bug every few seconds since the new update. Sounds go robotic and stutter for a second and video hesitates while the sound is glitched. This affects all audio output on the computer, including system notifications, on all output devices.

Specs:
Studio XPS 9100
Intel(R) Core(TM) i7 CPU 930 @ 2.80GHz, 2801 Mhz, 4 Core(s), 8 Logical Processor(s)
Windows 10 Home Version 1803
OS Build 17134.48
Video Card: AMD Radeon HD 5800 Series

I'm sure I missed some relevant system specs in there.

There is no noticeable CPU load change.

The stuttering only lasts a second or so out of every 5-10 seconds. It's almost a static burst.

It cannot be enabled. I get a "standard hardware security not supported" message

Ok that's fine. It should be disabled :) I enabled this on my system and that caused the same stuttering while playing shows on Netflix e.g.

Did you try downloading and re-installing the audio driver for your mainboard? You can probably get it from the support page of your mainboard manufactorer.

I've tried deleting and reinstalling every driver I could think of, including the High Definition Audio Controller found under the "System devices" category. I don't know where else to find the mainboard audio driver. Is that what you meant?

I'm the furthest thing possible from a power user, and I don't have another means of accessing the internet if I somehow disable the computer by deleting something important.

I have exactly the same issue on my Dell Studio XPS 435MT and the only way to getting round this (I have found to date) is to roll back the latest Win 10 update after which the problem goes away, though accept this is not a long term fix.
As well as reinstalling all drivers (both letting Windows do this itself as well as getting the latest drivers from the various hardware manufacturers), I have also tried using an external USB sound card, connecting speakers via Bluetooth but the problem persists with update 1803,

My PC Specs (after rolling back latest update):
Studio XPS 435MT
Intel(R) Core(TM) i7 CPU 940 @ 2.93GHz
Windows 10 Home Version 1709
OS Build 16299.461
Video Card: AMD Radeon HD 7700 Series
Sound Card: SoundBlaster Audigy Fx

Solution
Cheers vakhariasb, this works for me!!

Updated to 1803 this morning, problem came back, then I installed Intel RST version 11.7.0.1013, and sound is now back to normal, with no annoying stutter.

bmstale2342 - suspect this may be the solution to your problem as well as I think your Dell must have a similar motherboard.
