I want a cheap PC that will be able to play source games very well. I want to be able to play Minecraft, Skyrim, War Thunder, and Arma 2 as well. I'm fine playing games at 720p and low/med settings. I want to spend at most $250 if parts are new and $200 if parts are off of eBay. I know that with this budget the PC won't last very long. I know that I can upgrade parts in the future. If possible please tell me if the PC will be able to play GTA V when it comes out later this year.

i would argue that this is the cheapest build today with the best performance.

the cpu can be overclocked to very close to i5 gaming performance. its your best bet for what you want.
