recently i have noticed some, Power problems i believe.

I have a fan in my window, when i turn this fan on/off sometimes my keyboard will turn off, my computer actually lags, the mouse jumps around.

i have 2 separate outlets, one right in front of me below my PC, and one below the window, fan connected to the window outlet, and pc is the outlet under the desktop, however, i am fairly certain these outlets are connected.

This problem is New for me, i have always used this fan in the window for years and never had an issue.

Recently i had 3/4 ram slots die, and now even a SATA connection has gone, and my monitor is starting to have white lines all over it.

I have a rebuild for the future planned, my PC is 8 years old now, i feel like all of these problems could be connected to a power problem.

The main answers im looking for are
What is the source of this problem?
Is my power supply the issue?
Could it be an electrical issue within my house?

When i rebuild my PC i will still use several parts from this old computer, such as the I7, and possibly the PSU if it is not the cause of these problems.

So i would like to determine if i can reuse this PSU, If my house has no problems so the new PC is safe, and if at all possible, what can i do to extend the life of this PC till i can get my new build going.

Solution
Looks like your PSU fails to keep stable enough voltage on +3.3V and/or +5V rails once you turn that fan on/off and voltage level in the mains (house electrical grid) jumps around.

Here, i need to know PSU make and model (or part number) to say if it's worthwhile to use it in new PC as well.

As far as fixing your current issue, there's nothing you can do without any cost to your wallet, except, don't use that fan. Best and probably only fix would be getting an UPS to your PC where UPS keeps stable voltage at all times for your PSU to consume. UPS also protects against power failures and power surges as well.
I doubt your window fan is the problem. Memory slots can "die" from many causes, CPU itself could be problem, memory controller is actually in the CPU. Other causes could be MB and contacts in slots or RAM itself. Sata is usually controlled by North bridge/chipset. As for PSU, you should check voltages at critical components and see if they are out of usual parameters (+/- 5 to 7%). CPU Core voltage, +12v, +5v and +3.3v. HW Info program https://www.hwinfo.com/download.php can give you answers.
