Your win 10 PC may have an error in the network adapter's configuration settings. Double check.
IP address - configuration error perhaps....
DNS Server?
Only one router is providing DHCP IP addresses correct? What other router (make and model) are you using?
What IP addresses are assigned to the other router and the Huawei router?
On the Windows 10 pc run the network Troubleshooter:
"WIN" + "I" > Update & Security > Troubleshoot
May find and fix something.
Sketch out your network showing all devices and the connectivity (wired or wireless) being used between them.
Then check each device for its' respective IP address and subnet mask. Note if the IP Address is DHCP or Static.
