Question Speakers a bit loud at lowest level

I don't know what happened but before the volume would gradually fade down as you turn the volume down. But now turning the speakers down to its lowest level is still "loud" and then turning it down one more the sound completely turns off...I'm using
Edifier R1280T Powered Bookshelf Speakers - 2.0 Active Near Field Monitors - Studio Monitor Speaker

Seems like the only solution is turning windows volume down to around 50-60%. But again it never was like that, windows could stay at 100% and I could turn the volume down like volume is supposed to work thanks if anyone has some tips

That sounds like there's something wrong with the speakers. I have three sets of external speakers, and the volume controls work just fine on them. Two of my speakers are connected via Bluetooth, an Energy BTS 2.1, and a Creative D80. The other speakers are connected to my TV via a wire.

Hmm I don't think it's the speakers because I tried them on two ipods and a bluray player. I'm wondering if it can be a motherboard or driver thing?
