Speakers appearing then goes away in control panel

Hello, when i plug my speakers into my computer, they appear then disappear from the control panel, and they make a high pitch sound like it was being played from something. If you want pictures of what is happening, or recording I can do that.

And I've tried plugging it in another jack btw
