Spec required for heavily modded minecraft?

OK so my friend wants a PC solely for playing heavily modded (200+ mods) minecraft with at least a 64x64 resource pack. What would you guys recommend? Money isn't really a problem but he'd rather not spend over what he'd need to. He wants at least 30 fps on his 1080p screen.
