Specific graphics cards that fit an Optiplex 990, the Desktop model.

I've been looking for a graphics card that will fit my pc, the current specs are an Intel i7 2600 core, 4gb of ram, a 400W power supply, and the on board Intel HD Graphics. I've looked at a EVGA GT 730, a couple of PNY brands of the 730, and one Gigabyte brand of the card. And I think (just by searching around on google) I'm supposed to have a low-profile card, because low pro cards are smaller than their standard profile counterparts so it will better fit my 990 DT? I haven't looked at any AMD Radeon graphic cards mostly because I understand the GeForce cards a bit more. I also think my biggest problem would be which PCI-E slot the card would go into, as I am unsure which card to gets as a few cards seem to have different "connections". I think it will help to know my motherboard is a "CN-0VNP2H VNP2H 6D7TR LGA 1155 DDR3" model. Also, a graphics card with a VGA port is preferable as I don't have a DVI cable laying around and my monitor doesn't have a HDMI port. So please, help a PC noob out. (Price range also is anywhere between $60 to $110.)

My computer is indeed the 2nd one, and Newegg does seem to have better prices for their cards. (guess I was looking at the wrong online stores and websites). One thing I noticed: the 1030s seem to need PCI express 3.0, but the highest my pc can support is 2.0, will that be okay?
