Build Advice Specs for a dedicated streaming pc?

I want a 2nd pc dedicated for streaming and recording only, using OBS NDI. I want to stream at 1080p/60fps with 6000 bitrate. What specs does this pc need?

$1,500 if need be

But I just checked someones description on twitch whom I follow, and they list their streaming pc specs as: i5-4690 / 8gb ddr3 and he streams at 720/60fps and has no fps issues. So I guess I can go with those specs...? lol
