Specs for EXTREMLY CHEAP PC ? HELP

Hey guys, so I want to know which processor, hdd, ram and graphic card can I get for the cheapest rate. I will be getting it built from a computer shop near my home or maybe my uncle can do it. Anyway, I will be mostly using it as an entertainment center, watch movies, shows and all that stuff. NO GAMING and just want an hdmi output so I can hook it up to my tv.

I already have two pcs which are VERY old and have Win XP and pentium processor, so maybe I'll sell them for a couple bucks and keep one chassis to out the components in. Please go easy on me since I don't have any knowledge on building pcs and my current pc's got i3 with nvidea 220 and 500 gb hdd with around 4gb ram. I moved to USA recently and couldn't bring i with me, so I really miss and don't wanna destroy the laptop I have for college stuff.

I don't mind if the parts are used or anything, they should work.
