So I am starting up a new YouTube channel and I wanted to make an animated intro...But I do not know minimum requirements for that stuff

I would be rendering a 10 second long animated intro, at 1080p and one that looks smooth (decent FPS)

What would be good for this? NOT overkill but what could work

Solution
Different software have different needs. Most important is to know if it's a cpu or gpu renderer. The specs from your other thread, 7600k and 1070, would be decent for any situation. There is no need to worry about smoothness (decent fps) while rendering. That is only for games which is processed in real time. Video renders are always going to be smooth as they will render exactly how you set them. Different hardware is just going to render them in less or more time.
