The command "behindview" switches between the two modes - 1st person and
third person. I'm referring to the third person view being prevented on
servers in default for the people playing.
Spectating through someone's eyes is a useful technique for both
detecting cheating and learning some aspects of the game. I've checked,
and spectators *can* switch between these two modes without difficulty.
