Question Speed is drastically slow?

Not sure if having 2 devices slows internet or not, but only doing normal things like web, email, and games (not downloading games).

25mbps down and 5 up (you gotta love AT&T). I do have a third party router connected, an ASUS RT-3100. The AT&T modem/router is a BGW210.

Cat8 cable connecting from ASUS to AT&T, future proof.

Upload will always be fine, but download will just drop HUGELY down to 3mpbs. Why?
