Question speed of 2 channel of ram and overclocking it

hi there
so here's the thing : im having two slot of ram, both are 4gb, one at 1333mhz and other at 1600.
i did go to the bios and give it some <Mod Edit>, and now i booted successfully (yay)
i checked in cpuz, in the MEMORY tab, it said ddr3 8gb 798.1Mhz but in the SPD tab, it still said slot 1 : 800Mhz, slot 2 : 666Mhz

So, firstly, did i oc the 1333 ram successfully to 1600 yet ?
Second, whats the command rate and higher or lower is better ?

uhmm its kvr16n11s8/4 and a kingmax 4gb 1333 ( i dont know its name)
