Speed question Intel i7 6900k 3.2GHz Turbo Boost

Hello

I've just installed Windows 10 on my new system i7 6900k asrock x99m fatal1ty killer 3.1 (matx) and according to cpu-z the cpu at 100% load is 3.5GHz (x35) instead of 3.7GHz as stated in arc cpu spec. Bios has all auto settings, ram frequency is auto at 2000mhz, i pushed it to 2666mhz to no prevail.

I could try to force multiplier to x37 but i dont want to push it if auto doesnt want to

CPU temp according to Aida 64 is 34'c, however cpuz vcore voltage reports 1.075v lower than specs.. im thinking maybe a power save option in bios or on the board but i dont know what im looking for

What the heck guys??
 
that review speaks of turbo boost 2 on the 6950X to 3.5ghz "when light workloads are in play", arc confirms3.5ghz on this cpu as it confirms 3.7 on my cpu

im now confused as the artical says "The CPU will use that frequency when LIGHT workloads are in play" am i supposed to believe that turbo boost no longer pushes to full potential under heavy loads???

remember, turbo boost max 3.0 pushes to 4ghz whereas turbo boost 2 should push my cpu to 3.7ghz, also note the vcore is 1.075v during full load, it is not getting full juice im thinking maybe power saving mode??
 
descovered that the latter statement is true, I noticed my cpu going to 3.7ghz at light loads for very brief periods, at no time does the cpu reach 3.7 at other times.

to advertise the cpu at 3.7ghz is missleading, its too rare it's like advertising overclocking abilities on the box without showing stock speeds
