Speeding up the fan can damage it?

Hello, lately my Amd Radeon R9 200 series has been overheating and i would like to know if speeding the fan to 100% can damage it, it is loud but i dont mind the sound.

Speeding up a fan does not damage it. slowing down does. for slowing down a fan the required voltage is lowered which can be harmful , nowadays there are variable speed fans which does this more efficiently but running a fan at lower than intended voltage always is worse than running it at max speed where the voltage supplied is the actual needed voltage.

Solution
I am using the AMD catalyts control panel where i can set the speed to 100% (it usually runs at 20% or 25%), Can I leave it at 100% all the time without damaging or shorting its lifespawn?
 
Depending on what you mean if you mean running it at full speed it wil not damage the fan but if you mean overvolting the fan is possible to damage the fan I disagree that running at lower speed the fan it will damage it big no for me because undervolted fan is running slow so the bearing inside is not stress
