Hi. I have a MSI z77 Mobo, i5 3570k OC'd to 4.4ghz and in the bios I have speedstep and C-states enabled. Speedstep appears to be doing at least something because my CPU will at least downclock from x44 to x32 on the multiplier when idle, but I would like it to go all the way to x16 like it's supposed to. I am on balanced power saving settings. I am not sure what to try next to get it working correctly.
